During phase one of the EES process, SEITA released three initial options for a bypass route.

More than 800 submissions were received from the community during this phase, including direct feedback at three public information displays and via the SEITA website, email, telephone, written submissions and petitions.
The majority of respondents (84 per cent) indicated support for a future bypass to relieve congestion on the Mornington Peninsula and in Frankston. In total, a small number of respondents (2 per cent) expressed support for a ‘do nothing’ approach involving no bypass.
There was particular support for route Option 1 which is situated in the existing reserved corridor.
